Kentucky Net Metering Update!

New Bill HB 323 Filed To Slow End Of Net Metering By 5 – 10 Years

Friday in Frankfort Rep. Jim DuPlessis (R) (District 25 – Hardin) lodged HB 323 – the Net Metering Certainty Act. The Bill is co-sponsored by Rep. Mark Hart (R), Rep. Rob Rothenburger and Rep. Travis Brenda (R).

Last Friday, Jan 24th in Frankfort Rep. Jim DuPlessis (R) (District 25 – Hardin) lodged HB 323 – the Net Metering Certainty Act. The Bill is co-sponsored by Rep. Mark Hart (R), Rep. Rob Rothenburger and Rep. Travis Brenda (R).

The bill will amend last year’s SB 100, which came into force on January 1st, 2020. HB 323 will ensure a slower and more considered phase-out of current net metering arrangements:

Customers who purchase solar panels and have them installed between July 1, 2020, and December 31, 2024, will receive a 1:1 energy credit until 2029. That credit will remain with the premises even if the property is sold. Owners only have the 1:1 credit through 2029 if the panels are installed by December 31, 2024. 

In the 2019 legislative session Rep. Jim DuPlessis, an engineer by training, took great pains to fully understand the content and implications of SB 100 on the state’s small but rapidly growing solar energy customer base and associated installation companies. Having heard from all sides Rep. DuPlessis indicated he would return in the 2020 session after the passage of SB 100 and in his and other’s view offer an amending bill that would meet utility needs while at the same time giving our small solar industry a certain future path.

He has truly been a man of his word. We sincerely thank Rep. DuPlessis and his co-sponsors for taking this pro-consumer, small business, and job creation approach and urge all of our solar family to do the same.
